MIXTAPE CARTOON EFFECT??

I'm trying to learn how to use photoshop and do mixtape covers, but I really want to know how to do this cartoon-ish/sharpen effect that I see on a lot of mixtapes out there. Anybody know how to do this?? PLEASE HELP!!

the effect is on T.I.

for this pic, I want the effect on the guy all the way to the right (the light skinned one), not the main person in the middle, and the background...

the effect on bone thugs on the bill board. the sharpen/highlight/or cartoonish effect...

you showed the cartoon effect, but didnt say nor show "HOW" ITS DONE..

aint nobody hype! lol n who else wud u b talkin to, no one else posted anythin...WHICH IS DA PROBLEM! does no one on here kno how to do this thing??? i cant seem 2 get it right on photoshop...lol hav u had any luck?
