| Just get the photo and go to Filter-->Poster Edges and adjust the controls till you get the look you want. |

| Looking at the example, it doesn't look to me like they did anything to the guy's picture, just put him in front of a background image. Maybe just increase sharpness and/or contrast? |

| Sharpen is under Filters, and brightness/contrast is under Image-->Adjustments. |

| Looks like a guy with a glow on him in front of some sort of drawing. Maybe you could find that in a brush pack or something. |
