Hello there, thank you for posting.
Well this would be pretty easy, here's what l came up with:

Here's how l did it.

_________________________________________________

1.)
First l had to create a background to lay the text on top of....

Set your foreground color to #8A7F51 and your background color to #3B3221.

Create a selection using the rectangular marquee tool about the size as pictured below.

Go to Filter->Render->Clouds

Then go to Filter->Render->Difference Clouds

Press CTRL + F on your keyboard until you have something similar to this:

Press CTRL + D on your keyboard to deselect the selection.

2.)
Set your foreground color to white (#FFFFFF).

Get out the text tool, and type out your text using the font and size you desire. (it looks like you already have that down.) Here's how mine looks:

3.) Double click this layer, and apply the following blending option:
Outer Glow:

Result:

It's not *exact* but pretty close, with very few steps... adjusting the outer glow, and perhaps the "colors" used during the filter/render clouds bit would adjust it a bit...

Hope this helps you out!
